The short answer
Sob commonly means ‘under’ in a physical or figurative sense. A bag sob a mesa is under the table; a person sob pressão is under pressure. It also appears in fixed expressions such as sob controle and sob a condição de.
Use sob for ‘under’ or ‘subject to’
In everyday Brazilian speech, debaixo de is another common way to describe a physical location beneath something. Sob can sound more concise or formal, especially in writing.
O gato dormiu sob a cadeira.
The cat slept under the chair.
O projeto está sob análise.
The project is under review.
A cidade ficou sob forte chuva durante a noite.
The city was under heavy rain during the night.
Use sobre for ‘on,’ ‘about,’ and ‘concerning’
Sobre can describe something resting on a surface, a topic, or a relationship of influence. Um livro sobre música is a book about music; colocar algo sobre a mesa places it on the table. In conversation, sobre can introduce a topic or describe where something rests; the surrounding sentence identifies which meaning is intended.
Do not translate either preposition with only one English word. Learn the whole phrase: falar sobre um assunto, estar sob pressão, and deixar algo sobre a mesa each use the preposition differently.
Deixei o envelope sobre a mesa.
I left the envelope on the table.
Conversamos sobre a viagem.
We talked about the trip.
A equipe trabalha sob pressão.
The team works under pressure.
