Gastar vs. Desperdiçar in Portuguese: Spend or Waste?
Gastar is often neutral: you spend money or time. Desperdiçar clearly says the resource was wasted or used poorly.

The short answer
Gastar can mean to spend money or use time and energy. It is not automatically negative: gastar dinheiro numa viagem can simply mean spending money on a trip. With time, gastar duas horas describes how long an activity took or how much time you used.
Use gastar for money, time, energy, or a resource
The rest of the sentence explains whether the amount was expected, useful, or excessive. If you only want to report the amount, gastar is the direct choice.
Gastei quarenta reais no almoço.
I spent forty reais on lunch.
A gente gastou a manhã inteira organizando os arquivos.
We spent the whole morning organizing the files.
Esse aparelho gasta muita energia?
Does this device use a lot of energy?
Use desperdiçar when you mean waste
Desperdiçar means to waste or fail to use something well. It often sounds evaluative: desperdiçar comida (waste food), desperdiçar uma oportunidade (waste an opportunity), or desperdiçar tempo (waste time). A speaker is saying that the resource or chance was not used to good effect.
Gastar and desperdiçar can describe the same amount, but they express different judgments: gastei a tarde estudando (I spent the afternoon studying) versus desperdicei a tarde (I wasted the afternoon).
Não quero desperdiçar essa oportunidade.
I don’t want to waste this opportunity.
A comida sobrou, mas não foi desperdiçada.
There was food left over, but it wasn’t wasted.
Gastei duas horas tentando resolver o erro.
I spent two hours trying to fix the error.
Put it into practice
Gastar reports spending or using a resource; desperdiçar adds the judgment that it was wasted. Choose based on the meaning you intend, not only the English word ‘spend.’
